Chandy began his political career as the president of the Kerala Students Union (KSU), a position he held from 1967 to 1969. In 1970, he was chosen to lead the State Youth Congress.

He was elected to the Kerala Legislative Assembly in 1970, 1977, 1980, 1982, 1987, 1991, 1996, 2001, 2006, 2011, 2016, and 2021, serving five decades representing the Puthuppally constituency. He also held the position of chairman of the Public Accounts Committee from 1996 to 1998 while working as a legislator.

Chandy has served four terms as a minister in the Keralan government. From April 11 to April 25, 1977, he served as the first K. Karunakaran Ministry’s Minister of Labor. From April 25, 1977, until October 27, 1978, he served as the first A. K. Antony Ministry’s Minister of Labor.
